Ofcom publishes Pay TV consultation
Ofcom published today further consultation documents as part of its Pay TV market investigation and its consideration of the proposal from BSkyB/Arqiva for a new Pay TV service called ‘Picnic’ on digital terrestrial TV (DTT).
Ofcom considers that certain content – live Premier League football and first-run Hollywood films – is of particular importance to consumers of Pay TV services.
Ofcom is consulting on its view that BSkyB has market power in the wholesale supply of this content, and that BSkyB has an incentive to limit the distribution of this content to competitors, in a manner that favours its own satellite platform.

Ofcom is also consulting on a proposal to require Sky to make this content more widely available on a wholesale basis to other retailers.
This proposal should enable consumers to access this content regardless of their choice of Pay TV platform, and provide consumers with an increased choice of service bundles.
In the separate document on ‘Picnic’, Ofcom is consulting on its view, consistent with the position set out in the market investigation document, that consent be given to Picnic, but only subject to certain conditions.

SKY TV HAS TO SELL ITV STAKE SAYS UK GOVERNMENT.

BSkyB otherwise known as SKT TV has lost its Competition Appeal Tribunal battle against the Government's decision to force it to reduce its controversial 17.9% stake in ITV.
Sky lodged its challenge to the Governments ruling in February 08 against a Competition Commission finding that the groups ITV shareholding gave it far to much influence over ITV's strategy in a way that restricted market competition.
That ruling was accepted by Business Secretary John Hutton, who ordered the group to ditch more than half the holding - down to below 7.5%.
Sky has taken a substantial loss on its ITV shareholding, and has plummeted in value ever since it bought its 17.9% stake for £940 million.

The Tribunal said it had "dismissed" Sky's appeal application.
More over Virgin Media wanted the ruling to go even further by demanding that Sky be made to sell its entire stake.
ITV was reported to be over-joyed at this latest news and opens the door wider to FREESAT TV in the future.
SKY TV was today thinking about their next legal steps that may finish up at the house of lords and with the credit crunch likely to get worse buying at 940 million is looking well over bought at this stage.

PRIME MINISTER GORDON BROWNS COMMENTS.Gordon Brown has said it was "unfortunate" more football fans could not watch many of this week's World Cup qualifiers amid a row over TV coverage.
Just 290,000 people saw highlights of England against Croatia on Setanta after the broadcaster could not agree a deal to sell rights to ITV or the BBC.
Live coverage on Setanta's pay-TV channel was seen by 1.55m people, well below figures for previous games.
Games featuring Scotland and Wales were also only available live on pay-TV.

SCOTLAND FIRST MINISTER ALEX SALMOND SAYS.
Alex Salmond has criticised broadcasters such as BBC Scotland and STV for not showing Scotland's international football matches live.
In a hard-hitting speech, the first minister said Scotland's qualifying campaign for the 2010 World Cup would not be shown on terrestrial channels.
He told the Royal Television Society in Glasgow that England's home matches would be shown on the BBC in Scotland.
He said this was an "extraordinary and frankly unacceptable" position.

Mr Salmond said: "Let me simply say that when it comes to getting the national team back onto the screens of all our citizens - it can be done and it should be done."

Domestic Test match cricket is not on the list of protected events
The list of sporting events reserved for free-to-air television is to be reviewed, Culture Secretary Andy Burnham has said.
He told a Royal Television Society conference in London it was time to look at whether the right events were protected to serve the public interest.
He said it was vital the list "moves with the times and people's tastes".
The list of so-called sporting "crown jewels" was last reviewed 10 years ago when Test match cricket was removed.
Mr Burnham said sports broadcasting was "one of the most powerful areas where that sense of community through television is most profoundly felt".
"It is because I believe in television's social role - its power to include and involve - that I continue to believe resolutely in the principle of a protected list of sporting events set by the government," he said.
"But it is also important that this list moves with the times and people's tastes, ensuring that TV continues to bring the nation together and build community."

1.5 The importance to viewers of public service broadcasting and UK originated content
was widely accepted by respondents to our consultation. Audiences value the BBC
very highly, but virtually nobody favoured it becoming the only provider of public
service content.

Todays thread from Ofcom is very emotive and controversial to the point of frustration. The above paragraph taken from Ofcom's Second Service Broadcasting Review is just one example which can be answered with no hesitation or problem which could be implemented tomorrow.
The BBC, ie; Our BBC, that is yours and mine, you know that one which you have been paying a licence fee for ; has enough ongoing and archived material to start a half a dozen new type channels. These could range from News, Sport, Lifestyle, Movies, Childrens, to suggest but some.
The paragraph above label; 1.5 is way off mark and taking into context the whole review does not consider or evaluate more channels from the BBC which considering the huge BBC archives the possibility is there for a perpetual everlasting wannabe channels and all from archives with continual updates coming in daily.

W3C VALIDATION USING AMAYA can be very helpful to those starting on the path to W3C validation.
What is Amaya?
Amaya is a Web editor/Browser which started in 1996 and helps webmasters to validate their webpages while building their websites.
The new release of Amaya 10 has been available since 29th February 2008 and for those curious and determined to help website availability to all websurfers then trying the Amaya editor and browser is well worth testing.
Amaya will tell you if you make a mistake or write unacceptable W3C validated coding and give you a chance to repair it.
The Amaya project is a joint venture between W3C and Web, Adaption and Multimedia and like all W3C projects and tutorials it aims once again to attempt to clean up the Web coding for the benefit of all web users.
