Ofcom publishes Pay TV consultation

Ofcom published today further consultation documents as part of its Pay TV market investigation and its consideration of the proposal from BSkyB/Arqiva for a new Pay TV service called ‘Picnic’ on digital terrestrial TV (DTT).

Ofcom considers that certain content – live Premier League football and first-run Hollywood films – is of particular importance to consumers of Pay TV services.

Ofcom is consulting on its view that BSkyB has market power in the wholesale supply of this content, and that BSkyB has an incentive to limit the distribution of this content to competitors, in a manner that favours its own satellite platform.

Premier League

Ofcom is also consulting on a proposal to require Sky to make this content more widely available on a wholesale basis to other retailers.

This proposal should enable consumers to access this content regardless of their choice of Pay TV platform, and provide consumers with an increased choice of service bundles.

In the separate document on ‘Picnic’, Ofcom is consulting on its view, consistent with the position set out in the market investigation document, that consent be given to Picnic, but only subject to certain conditions.

SKY TV HAS TO SELL ITV STAKE SAYS UK GOVERNMENT.

SKY TV HAS TO SELL ITV STAKE SAYS UK GOVERNMENT.
29-09-08.

BSkyB otherwise known as SKT TV has lost its Competition Appeal Tribunal battle against the Government's decision to force it to reduce its controversial 17.9% stake in ITV.

Sky lodged its challenge to the Governments ruling in February 08 against a Competition Commission finding that the groups ITV shareholding gave it far to much influence over ITV's strategy in a way that restricted market competition.

That ruling was accepted by Business Secretary John Hutton, who ordered the group to ditch more than half the holding - down to below 7.5%.

Sky has taken a substantial loss on its ITV shareholding, and has plummeted in value ever since it bought its 17.9% stake for £940 million.
More News

The Tribunal said it had "dismissed" Sky's appeal application.
More over Virgin Media wanted the ruling to go even further by demanding that Sky be made to sell its entire stake.

ITV was reported to be over-joyed at this latest news and opens the door wider to FREESAT TV in the future.

SKY TV was today thinking about their next legal steps that may finish up at the house of lords and with the credit crunch likely to get worse buying at 940 million is looking well over bought at this stage.

PRIME MINISTER GORDON BROWNS COMMENTS.
Gordon Brown has said it was "unfortunate" more football fans could not watch many of this week's World Cup qualifiers amid a row over TV coverage.

Just 290,000 people saw highlights of England against Croatia on Setanta after the broadcaster could not agree a deal to sell rights to ITV or the BBC.

Live coverage on Setanta's pay-TV channel was seen by 1.55m people, well below figures for previous games.

Games featuring Scotland and Wales were also only available live on pay-TV.

CULTURE SECRETERY ANDY BURNHAM SAYS.

Many fans were angry they were unable to watch highlights of the games on an analogue channel.
Scotland games 'should be free'
Scotland's qualifiers are all on subscription services

A review of sports shown free on terrestrial television must include Scotland football games, the SNP has urged.

Culture Secretary Andy Burnham has said the time was right to look at whether the correct events were protected.

The list of so-called sporting "Crown Jewels" was last reviewed 10 years ago when Test match cricket was removed.

The SNP said it was a "disgrace" that Scotland's football matches were only available on subscription television.

None of Scotland's qualifying campaign for the 2010 World Cup is being shown on terrestrial channels.

SCOTLAND FIRST MINISTER ALEX SALMOND SAYS.

Alex Salmond has criticised broadcasters such as BBC Scotland and STV for not showing Scotland's international football matches live.

In a hard-hitting speech, the first minister said Scotland's qualifying campaign for the 2010 World Cup would not be shown on terrestrial channels.

He told the Royal Television Society in Glasgow that England's home matches would be shown on the BBC in Scotland.

He said this was an "extraordinary and frankly unacceptable" position.

National events

Mr Salmond said: "Let me simply say that when it comes to getting the national team back onto the screens of all our citizens - it can be done and it should be done."

FREE TO AIR TV SPORT RECONSIDERED.

FREE TO AIR TV SPORT RECONSIDERED.

Free-to-air TV sport reconsidered now we wonder which blog suggested this months ago ?
Graphic shows "Culture Secretery" Andy Burnham.
England Test match
Domestic Test match cricket is not on the list of protected events

The list of sporting events reserved for free-to-air television is to be reviewed, Culture Secretary Andy Burnham has said.

He told a Royal Television Society conference in London it was time to look at whether the right events were protected to serve the public interest.

He said it was vital the list "moves with the times and people's tastes".

The list of so-called sporting "crown jewels" was last reviewed 10 years ago when Test match cricket was removed.

Mr Burnham said sports broadcasting was "one of the most powerful areas where that sense of community through television is most profoundly felt".

"It is because I believe in television's social role - its power to include and involve - that I continue to believe resolutely in the principle of a protected list of sporting events set by the government," he said.

"But it is also important that this list moves with the times and people's tastes, ensuring that TV continues to bring the nation together and build community."

Quote""All competitive games involving home nations should be free to air in that country
Michael Brunskill

He said the independent review would "weigh the public interest with the demands and discipline of the market and the implications for the funding and development of individual sports".

In 1998, the government added certain events to the list of crown jewels - or A list - those deemed too important to...Read full story!

OFCOM SHOULD CONSIDER BBC EXTRA CHANNEL REVIEW.

OFCOM SHOULD CONSIDER BBC EXTRA CHANNEL REVIEW.

OFCOM SHOULD CONSIDER BBC EXTRA CHANNELS REVIEW which is already sitting there in the archives.

1.5 The importance to viewers of public service broadcasting and UK originated content
was widely accepted by respondents to our consultation. Audiences value the BBC
very highly, but virtually nobody favoured it becoming the only provider of public
service content.
*******************

Todays thread from Ofcom is very emotive and controversial to the point of frustration. The above paragraph taken from Ofcom's Second Service Broadcasting Review is just one example which can be answered with no hesitation or problem which could be implemented tomorrow.
The BBC, ie; Our BBC, that is yours and mine, you know that one which you have been paying a licence fee for ; has enough ongoing and archived material to start a half a dozen new type channels. These could range from News, Sport, Lifestyle, Movies, Childrens, to suggest but some.
The paragraph above label; 1.5 is way off mark and taking into context the whole review does not consider or evaluate more channels from the BBC which considering the huge BBC archives the possibility is there for a perpetual everlasting wannabe channels and all from archives with continual updates coming in daily.

RG6 CABLE BEST FOR FREESAT / SATELLITE TV.

RG6 CABLE BEST FOR FREESAT / SATELLITE TV.

With FREESAT TV about to become readily available in every home in the UK by xmas many may want to know how to cable their installations either straight from the existing SKY TV dish or from an new installation.

Many in the trade will point you to expensive alternatives to RG6 cable but RG 6 is perfect for any FREESAT TV or Satellite TV install.

RG6 is made by many different brand name companies but are built to the same high standards.

RG6 cable will give perfect results up to 30 metres from the LNB on the satellite dish to the FREESAT SET TOP BOX with no loss of signal.

Once you have connected the cable from the dish to the Freesat Box and if your using other Boxes like any of the Alba range this cable will be ideal to run it to up to four other Freesat boxes in your home.

RG6 Cable can also be used as normal TV cabling to but will provide an higher spec to normal bog standard TV cabling so even if you were to buy an roll of 100m @ .15p per m you will get a lot of good quality cabling for your money.

With Freesat set to become one of the biggest hits this Xmas prices for sat cable may start to increase but its possible to find 100m RG6 cable drums at less than £17 including vat from stockists like Screwfix.com

We will shortly be putting up diagrams on the correct way of connecting F-Connectors to this and other freesat / satellite cable solutions.

Y-CONNECTOR FOR FREESAT.

Y-CONNECTOR FOR FREESAT.

Y-CONNECTOR FOR FREESAT is an excellent idea and can be implemented in many awkward TV connections.
We have advised this connection before so it is a good time to clarify it's best useage.
Please note; many different types of cable splitter can be bought and in our graphic which you can click on for a clearer view, we have showing two popular types the one on the right is the one we advise.
How to use it is very important as the results will prove if you test it yourself;
we suggest placing the Y-connector in the back of your TELEVISION, not your video and not your booster for example.
When you slot this type into the back of your TELEVISION there is no signal loss;
A scenario;
You have a TV in your bedroom, the distance to the bedroom taking account of all distances etc...the cable run is no longer than 10 mtres, you wish normal terrestrial TV in your bedroom but being on a tight budget you only can afford that few metres of coax plus connectors and Y-connector.
Where your main TV takes in the terrestrial coax from your antenna slot in the Y-connector, put one end from your antenna into the Y-connector branch and in the other branch insert your cable run to your bedroom TV.
The result is ;no signal loss and same quality TV signal as your main TV. Hard to believe but true! Try it yourself.
Is it news to you ? then you read it here first!

F TO F COAX BARREL CONNECTORS.

F TO F COAX BARREL CONNECTORS.

F TO F COAX BARREL CONNECTORS are ideal when you have little or no coax cable left and rather than replace the whole length of cable from your satelllite dish or LNB then this is the next best thing.
The graphic above which can be clicked on for a closer image shows the f-connectors and also the f to f coax barrel connector, this connector set up can extend or join two lengths of coax cable with again so little signal loss you would need a meter to read the results.
Again this resolves issues from "I do not wish to bore another hole in the wall", to "I do not want to go back up on the roof". The cost is minimal for all these connectors and cheaper than a replacement coax cable run not counting the cost of an engineer.
Is it news to you ? then you read it here first!

F-TYPE PUSH ON ADAPTERS.

F-TYPE PUSH ON ADAPTERS.

F-TYPE PUSH ON ADAPTERS which are well worth getting if you own a freesat or a multi-sat set up of any kind. Although maybe hard to find are well worth the little money they cost as there are no more fiddling around with wires within confined spaces with screw in adapters.

FREESAT EASY CONNECTIONS.

FREESAT EASY CONNECTIONS.

FREESAT EASY CONNECTIONS are some of the little things which seem to be hard to find according to our mail bags.
The graphic above which if you click on it will give a closer view, is of the best bit of kit yet which not only serves freesat box owners but also services those with multi-sat systems.
The little connector is called various names but the most common this side of the pond is;
FEMAL F TO MALE F PUSH ON ADAPTER.
You may have a little problem finding them but once you start to use them you'll wonder why they were not designed this way to begin with. You can also buy angled ones to preserve space but they do the same job.
The joy of these connectors is there is no more screwing f-connectors off and on when you wish to move that coax connection, you simply slide on and slide off. The connection is secure and to spot signal loss you would need a meter.
We use these f to f push on adapters for multi-sat,freesat and sky boxes with no problems and anyone thinking they are a good idea should not hesitate to buy some.
Our opinion;
Cheap and cheerful hassle free connectors well worth investing in which should last for years.

BBC ALBA GAELIC GOLD.

BBC ALBA GAELIC GOLD.

BBC ALBA GAELIC GOLD refreshing broadcasts aired from 9 pm last night.
The long awaited Scottish home grown channel looked very good with some excellent singers with a mix of heritage and tradition for the opening night on freesat. We are told by the BBC it will be two years before it surfaces on Freeview which is a great pity.
Students learning Gaelic could do a lot worse than viewing the new channel and a freesat box comes at a lower cost than expensive lessons.
We are happy that "Home Grown" channels from around the country are coming up on freesat and we can expect the Irish equivalent next year to join the Welsh and Scottish "Home Grown", channels.
Over the next eight to ten weeks, freesat channels will swell in number making a freesat set top box an excellent buy with no headache of paying monthly subscriptions.
Freesat boxes will also receive many updates to accommodate these new channels and hopefully at the same time iron out any little receiver niggles one can expect from a brand new product of this type.

BEIJING PARALYMPICS 2008 CLOSING CEREMONY.

BEIJING PARALYMPICS 2008 CLOSING CEREMONY.

BEIJING PARALYMPICS 2008 CLOSING CEREMONY brought down a memorable curtain on the Olympics for another year.
Team GB athletes have given the British public something to look forward to in London 2012.
The results from our Olympic and Paralympic athletes have been quite amazing and followers of Sport have been spoiled by shear brilliance of Team GB.
We celebrated their victory and with heartfelt sympathy got moved with their disappointments, they gave us excitement this year which seems to have been lost or asleep and London 2012 has taken on a new outlook for Sport enthusiasts of all kinds.
The BBC will get awards for their superb and excellent coverage, the BBC coverage can only be described as brilliant and thanks to the red button coverage we never missed a thing. Very professional, Thank You BBC.
China have shown the world exactly how it's done so hopefully the London Olympic committee will borrow a few of their ideas and keep the excellent covergae ball rolling.
We felt the perfect transition between the Olympics and the Paralympics should be adopted at once.
Thank you Team GB for such an enjoyable August and September, and for all those athletes who missed out this time hopefully London 2012 is your year.

BBC PREPARED FOR DIGITAL SWITCHOVER.

BBC PREPARED FOR DIGITAL SWITCHOVER.
BBC PREPARED FOR DIGITAL SWITCHOVER 13th September 2008.

The BBC has commissioned a complete replacement of the coding and multiplexing equipment that generates its digital TV signals, for digital satellite as well as Freeview. The existing equipment varies from about five to ten years old, and a better arrangement is now possible that provides a more resilient, capacity efficient and easily managed service across the u.k.
The new system is needed to face the challenges of digital switchover where an analogue signal will soon no longer be available as a back up.
The detailed design and implementation of the new system is being undertaken by the BBC's technology parter Siemens and a large number of their subcontractors.
The system will enter service with the digital switchover of the Selkirk transmitter in November 2008 with full migration of all the coding and multiplexing facilities to be completed in the summer of 2009.
Once again the BBC's research and inovation shine brightly!

Ofcom, BskyB and Picnic.

Ofcom, BskyB and Picnic.

Picnic? What is Picnic?, Picnic is a scheme devised by BskyB to replace three (3)
free-to-air channels on Freeview with three (3) pat TV channels.
Within 24 hours of releasing information about Picnic BskyB was on the back foot from the Competition
Commissions preliminary findings that BskyB's November 2006 purchase of a 17.9%
stake in ITV had reduced competition. The 17.9% deal in November cost BskyB £940 million, the Commissions provisional findings into the November deal was that;
BskyB would be able to influance ITV's key strategic decisions, particularly in relation to investment in content, capacity or new technology.
Ofcom's reply yesterday came as no surprise to those following the procedure towards the outcome;

12|09|08
Ofcom response to Sky's statement on its "Picnic" proposal
Ofcom response to Sky's statement on its "Picnic" proposal

As Ofcom announced in May 2008, we are currently considering BSkyB’s Picnic proposal in conjunction with the PayTV Market Investigation.

The Picnic proposal raises complex issues, and is likely to have a significant effect on the future development of the PayTV market as a whole. As all parties are aware, Ofcom will very shortly issue a further consultation document. Any decision to suspend the project is entirely a business matter for BSkyB.

Ofcom rejects the implications of BSkyB’s comments today and would highlight the following facts:

1. Having announced Picnic in a press statement in February 2007, BSkyB took two months to submit the necessary application and a further two months to provide sufficient information to enable Ofcom to publish a consultation document on the matter.
2. When Ofcom consulted on both the Picnic proposal and the PayTV Market Investigation, several stakeholders, including BSkyB, responded late to these submissions. BSkyB submitted its response on the PayTV Market Investigation over six weeks after the 26 February 2008 deadline.

DIGITAL TV UK.

Fears persist of 'digital divide'

The Border TV region will have the lowest level of access to additional channels in the UK as a result of going digital, a report has suggested.

In November, the Scottish Borders will become the first full region to lose its analogue signal.

Television watchdog Ofcom said 98% of homes in the Border TV area would get the main package of about 17 channels.

However, only 53% will be able to receive additional digital channels - well below the UK average of 90%.

The figures are much higher in other parts of Britain, with the second lowest percentage - 73% - being found in Wales.

PERCENTAGE OF HOMES WITH ACCESS TO ADDITIONAL CHANNELS AFTER SWITCHOVER
Anglia 86%
Border 53%
Central 98%
Granada 97%
London 95%
Meridian 84%
Anglia 86%
STV Central 93%
STV North (Grampian) 79%
Tyne Tees 96%
Ulster 78%
Wales 73%
West 94%
Westcountry 74%
Yorkshire 97%

Other parts of Scotland also show higher levels of coverage, with STV Central at 93% and STV North (Grampian) at 79%.

The report has prompted renewed concern from Borders MP Michael Moore about a "digital divide".

He claims the figures show that the region is not getting the same service as the rest of the country.

"It seems we are to accept all the risk of undergoing switchover first, without any of the advantages that other areas will have," he said.

Digital UK, which is overseeing the change, has regularly denied that accusation.

FREESAT CHANNELS - COMING SOON.

FREESAT CHANNELS - COMING SOON.

FREESAT CHANNELS - COMING SOON to a TV near you in the form of OVER 500 channels.

We can hear the sceptics saying this is impossible as there is not five hundred channels free to air at present, so where are they coming from.
We can tell you that by the middle of 2009 there will be lots of channels to choose from via the multimedia button which may include channels which are at present pay per view.
Confidence in freesat will grow quickly as the freesat set of receivers are the only ones equipped to accept multimedia whereas other satellite receivers will either need an add-on or a complete software update, so hundreds of channels from all over Europe are going to be plentiful on the freesat platform.
With twenty seven countries keen to licence their TV programmes on the multimedia platform those with freesat boxes will get choices like no other viewers.

MOBILE PHONES TO RECEIVE FULL SATELLITE TV ACCESS.

MOBILE PHONES TO RECEIVE FULL SATELLITE TV ACCESS.

MOBILE PHONES TO RECEIVE FULL SATELLITE TV ACCESS and it will be Pan-European to boot.

By the end of 2009 satellite TV will be in full swing and no longer a pipe dream to those with mobile phones, or high speed internet connections. The new licencing laws will allow all members of the twenty seven partners of the E.U. to get one single licence and be able to show their channels.
The European Commissioner for telecommunications Viviane Reding said their would be intense competition for the licences. Applications are being logged as you read.
Approval has already been granted by the European Parliament and EU members. Each member has to satisfy the criteria of; their member state has at least 50% coverage and their satellite coverage must cover at least 60%.
This scheme may well be a step in the right direction to break down the invisible barriers that block full access to European TV,(legally) but the licences granted do not cover your TV in the sitting room, YET! they are only granted for mobile type receivers which can encompass quite a few pieces of electronic equipment except what we all want; ie; your sitting room TV. How crazy is that ? So it looks more and more likely that the British viewer is being railroaded into buying that monster monitor which are likely to come out to view Pan-European TV programming. Sitting room "Media Centre", here we come!
